Been a long time

Mrs Silvernail- I never got to meet you, but I think of Phil often and how he affected my life. I was a young City of Poughkeepsie Police Officer in the early 70's and often needed help. There was odd/even plate number gas rationing and Phil was always able to "stretch the rules" and provide myself and most of my cohorts a few extra gallons of gas, despite the day of the week. Being young and broke, I often needed a little less stringent motor vehicle inspection of my car so that I could try to drive as legally as possible and Phil ALWAYS was able to assist! Being young guys we were always playing jokes on one another. We had a guy who had a really old car that was perfect. He kept track of his MPG usage and all the cars fluids. He used to brag about home the old car never lost a drop of oil. We couldn't have that!!! So we went to Phil and he gave us some used motor oil in a container and we followed this guy around to all his regular stops: the YMCA, home and a bar he liked to frequent. Instead of fighting crime, we would find his car, crawl under it and leave a 1/4 cup, or so of oil. He went berserk as the dip stick showed no loss of oil. We kept this up for weeks and he had the car into the shop and no leak could be found. Phil and us used to laugh about this prank. I haven't seen Phil in probably 35-40 years, but I have fond memories of him as a good man who always smiled and would stop his work to handle a issue we often threw at him. Please accept my condolences and know I will continue to remember Phil fondly and will pray for him and your family.
