Frank was born in Oklahoma City to Virgis W. & Lorene L. Burns, and attended Capitol Hill H.S and studied 3 years at Oklahoma State University. Frank was a lifelong resident of Oklahoma and spent most of his life helping others with his volunteer work throughout the community. He believed everyone should do their part to give back to the community and always said that he liked to reach out and make someone’s life a little bit better. He started working at age 15 at Rainbow Bread and worked there for 14 years. He also spent 8 years as a Rep. of the Bakers Union before joining United Way. He spent the next 28 years with United Way of Metro Oklahoma City, beginning as a volunteer and working his way to Vice President of Labor. He served as President of Oklahoma City Exchange Civic Club and Western Oklahoma Muscular Dystrophy Association. He served as President of the Hope Mental Health Center board of directors and also served on the board for 35 years. He was also a member of Oklahoma County Red Cross Emergency Services Committee. He was also appointed in 1976 to the Oklahoma County Excise Equalization and Tax Roll Correction Board and served in those capacities for 38 years.

He was a dedicated Dallas Cowboys fan who liked to travel. He was a fun-loving man with a great sense of humor that helped him to never lose his feisty attitude. He was a devoted and loving father, grandfather and friend who will be greatly missed. He was preceded in death by his parents, son Franklin (Butch) Burns, Jr., and two brothers Jack & Hershall. He is survived by two daughters, Sandra Smith & husband Ken and Carolyn Panaras & husband Johnny; 6 grandchildren and 10 great-grandchildren.
